This is the back "door" of the clock. When the clock is chiming, a small arm bounces down to strike the coiled spring. This is what makes the "Boing" sound of the "Boing Cuckoo" chime.

It's necessary to remove that piece of paper before starting the clock - that is there just for shipping.
